LEVEL 2 TRAINING PROGRAMME FOR STATE LEVEL OFFICIALS ON CAPACITY BUILDING PROGRAMME FOR CLIMATE CHANGE ADAPTATION PLANNING

Organized by 

Mizoram State Climate Change Cell under Mizoram Science, Technology and Innovation Council (MISTIC) and NABARD Consultancy Services (NABCONS) through the support of Indian Himalayas Climate Adaptation Programme (IHCAP), a bilateral programme of Swiss Agency for Development and Cooperation (SDC), Embassy of Switzerland, India and Department of Science and Technology, Government of India.

 

BACKGROUND

             The National Mission for Sustaining the Himalayan Ecosystem (NMSHE) is one of the eight core "national missions" of the National Action Plan on Climate Change (NAPCC). NMSHE intends to evolve suitable management and policy measures for sustaining and safeguarding the Himalayan ecosystem along with developing capacities at the national level to continuously assess its health status. The Indian Himalayas Climate Adaptation Programme (IHCAP) of the Swiss Agency for Development and Cooperation is being implemented in coordination with the Department of Science and Technology, Government of India as the knowledge and technical partner of NMSHE. The overall goal of IHCAP is to strengthen the resilience of vulnerable communities in the Himalayas and to enhance and connect the knowledge and capacities of research institutions, communities and decision-makers.

            As part of NMSHE activities, State Climate Change Cell (SCCC) has been set up and strengthened in Mizoram. One of the key activities under the support to SCCC is organizing training programmes for institutional capacity building. IHCAP is working with Mizoram SCCC to organize capacity building programmes on adaptation planning and implementation. IHCAP is providing support to Mizoram for designing and developing these orientations and training programmes through NABARD Consultancy Services (NABCONS), the consulting wing of NABARD.

            Through these background, the Mizoram State Climate Change Cell has been conducting Training Needs Assessment (TNA), Capacity building programmes for Climate Change Adaptation at different levels of government officials in Mizoram  through training were being organized in consultation with NABCONS. On 31st October, 2017,  a one day Level 2 training programme for state level officials on capacity building programme for climate change adaptation planning was organized at Secretariat Conference Hall, Mizoram Secretariat Complex, Khatla, Aizawl, Mizoram.

             Total of 30 participants from different line departments, invited speakers, delegates, IHCAP, NABCONS and NABARD (Aizawl) representatives and Staff from MISTIC attended the programme.        

INAUGURAL FUNCTION

            The Chairman of the programme, Dr. C. Vanlalramsanga, Secretary, Planning (Science & Technology), Govt. of Mizoram gave a welcome remarks to the participants, he also gave a keynote address in which he mentioned the creation and activities of Mizoram State Climate Change Cell, and the advent of the capacity building programmes on climate change.. Pu Lalmalsawma, Chief Secretary, Government of Mizoram who is the Chief Guest of the programme in his speech highlighted different issues faced by the state of Mizoram due to climate change. He also expressed his appreciation of the programme in which climate related issues are to be discussed with national experts. He also stated the importance of such type of programmes for the state of Mizoram in which the state needs to be pro-active and co-ordinated activities is a necessity to deal with climate change issues. Dr. Divya Mohan, Science Policy Office of IHCAP then gave a remarks to the participants briefly highlighting the major activities of the IHCAP under SDC.

TECHNICAL SESSION

            The Session started with a presentation by Dr. Divya Mohan following her remarks with a topic "Climate Change Science and Policy: An example from Kullu District, Himachal Pradesh" in which she first highlighted signs of climate change in Mizoram in which she said that the need arises for increasing the adaptive capacity in the state. She also explains concept of vulnerability and risk assessment framework based on Integrated risk framework of IPCC AR5 2014. She also spoke about the studies and framework application in Kullu district of Himachal Pradesh. An interactive discussion followed, after different comments and suggestions given by the participants, the Chairman of the programme summarize and proposed that early warning system with regards to climate related hazards is a priority need and that a project proposal for such system needs to be developed.

            The second speaker of the technical session, Dr. James Lalnunzira Hrahsel, Project Scientist, State Climate Change Cell, MISTIC gave a presentation on Ongoing Initiatives of Mizoram State Climate Change Cell.   He briefly highlight the creation, objectives, activities of Mizoram State Climate Change followed with a brief overview on the climate scenarios of Mizoram using a thirty years meteorological data from 1986-2016.

            The last presentation of the session was by the invited speaker, Dr. Suraj Pandey, Consultant, NABCONS in which he talks about climate finance using a topic "Climate Finance - Macro Perspective". He explained broadly the global and national climate financial structure and availability, the entity with which finance are available and under which theme can climate finance can be pulled in. He also gave the overview of Green Climate Fund (GCF) and National Adaptation Fund on Climate Change (NAFCC) and the status of projects which were funded under it. He then explained to the participants on the proper procedure to submitting project proposal to the entity who are recognized by the government in India. He also gave a brief point by point guidelines for developing proposal for climate change adaptation and mitigation projects.

            An open discussion session followed led by Dr. Suraj Pandey and Dr. Divya Mohan in which participants were divided into two groups. Each groups were assigned a task to write key points for concept note for project proposal according to the points given by Dr. Suraj Pandey in his presentation.
